Referee Registration

How do I know I am registered as a referee with USSF?

You register with the USSF through the STSR Referee Development Program. When your registartion is completed and accepted and approved by the STSR SRA, you are considered registered with the USSF.

You can check to see if you are on STSR's list for 2006 on this page; click on the "Registrations" button.

What about the pre-printed Registration Forms for 2007?

USSF did not send out preprinted registration forms this year. You will receive a blank form at your clinic. Complete it and turn it in. Important information on the recertification process added 12/14/06!

What do I do with my completed Registration Form?

Keep the pink copy for your records!

All 2007 Grade 8 through 12 registration forms will be collected at Entry Level or Recertification Clinics by the Instructor(s) and mailed to:

All 2007 Grades 7, 6, and 5 registrations should be mailed by the Referee to:

with their game count for their grade level, assesment(s), and applicable fees. Also, Emeritus Grades 16, 15, 14 and 13, and Honorary Grade 17 should be sent directly to Sam. Registrations sent to Sam must either be signed by the Instructor(s) or include a completed Instruction Results form.

What are the Renewal and Upgrade requirements?

I was a registered referee, but let it lapse. How do I register for 2007?

On September 13, 2003, the National Referee Committee considered a request for a change in policy with regard to referees who have not registered for two years (or more). The current policy requires that referees who miss two or more years of registration re-take the entire Entry Level Referee Training Course.

After discussion, the Referee Committee recommended that the states use the following guidelines for re-registering referees not certified for two years or more:

Referees are registered annually, for the period January 1 to December 30. Current year Referee, Assignor, Instructor, and Assessor registration forms are accepted by the National Office from September 1 of the previous year to June 30 of the current year (10 months). Referees who did not have the opportunity to re-register during the prescribed current year registration period may register for the following year without penalty. (e.g., A referee last registered in 2004 may take a 2006 re-certification course in August 2005 without having to pay a 2005 registration fee.)

HOWEVER, re-certifying referees who wait until after June 30 to re-register should not be added to assignment lists until the following January 1. (e.g. A referee last registered in 2004 may take a 2006 re-certification course in August 2005 but shall not be assigned until January 01, 2006.)

On April 3, 2004, the Referee Committee voted to amend this policy to include the following:

U.S. Soccer Federation Referee Instructors who wish to re-certify as a referee after a lapse in referee registration may do so upon meeting current re-certification requirements, no matter how long it has been since they last registered as a referee, if they are currently registered instructors and have taught at a minimum of one U.S. Soccer entry-level referee training course in the last two years.

Instructor Registration

Returning Instructors, it is time to register for 2007.

Requirements for registering with STSR as an instructor: 1) attend and complete one of the Instructor In-Service Clinics; and 2) pass the state referee written test.

Those of you who attended and successfully completed one of the Instructor In-Service clinics, complete your registration form and attach a record of the clinics (Instructor Activity Report) you participated in as an instructor for this past year. Send both to the SDI. Please do this no later than September 15, 2006.

Those who did not attend one of the In-Service clinics, you will need to do two things to register: 1) prepare a lesson on the changes in the Laws for 2006. You may utilize part of the present powerpoint presentation distributed by USSF but should also include instructor notes and plans with the presentation. This should be sent to Mr. Dick Triche at dir(at)stsr.org. This is to be completed no later than September 15, 2006; and 2) you may take the state referee written test at available state recertification and upgrade clinics. This test also needs to be successfully completed no later than September 15, 2006. In some special circumstances arrangements will be made for instructors to take the test in areas other than the state clinics.

A special note to Grade 11 Instructors: As many of you are aware, most of the Grade 11 Instructors did not attend the In-Services. To enable recertification of the Grade 11 Instructors for 2007 we will require the successful teaching of a module (e.g., at a Grade 9 entry level or recertification) and a score of 80 or above on the Grade 9 referee test.

If instruction at a Grade 9 clinic is not an option, then meeting with the DDRI or ADRI (or available ITIP or State Instructor) and completing a module to their satisfaction as well as passing the test under DDRI/ADRI (or available ITIP or State Instructor) proctoring, will suffice.

Once these items are completed, submit your registration as noted above by September 15, 2006.

All Instructors must be KidSafe certified through STYSA.

Assessor Registration

Returning Assessors

All the assesors should send their registration ASAP.

All the state assesors should send a check for $20.00.
All the Assesors should send a check for $15.00.
All the Associate Assesors should send a check for $10.00.

All registration forms should be mailed to my home address (below).

All assesors please send complete information. This should include feedback, check, and expense report.

All Assessors must be KidSafe certified through STYSA.

New Assessors

Attendance at an Associate Assessor Clinic is by invitation only. When a clinic is announced, interested parties should forward the following to the State Director of Assessment:
1. Personal Referee Resume.
2. Letter or note endorsing your application from a current or emeritus National or State Referee.

The basic criteria that will be evaluated for each candidate are:
1. You must be/have been a Referee Grade 7, at a minimum.
2. You must be an effective communicator.
3. You must have significant match experience in the competitive U-19 leagues, at a minimum.

The SDA will review all applications and the Referee Committee Directors will approve the final list. Following the Referee Committee review and approval, e-mail acknowledgement will be sent to those selected to attend the clinic.

All Assessors must be KidSafe certified through STYSA.
