Referee Assessment


The State Director of Assessments (SDA) is responsible for developing an assessor network and overseeing the assessment needs of the STSR.



To choose the option that you need information about, click the title:

1. Developmental Assessments

Developmental Assessments are used for any grade referee to have a look at the games you are doing, and help you develop better techniques and habits. They can be used for brand new referees, or referees that have been officiating for a long time. There is no score, no pass / fail. The assessor will provide you with some points you are doing well, and provide some suggestions and suggested techniques about what you could do differently to improve your officiating. These assessments are used to develop your skills.


Developmental Assessments may be requested using the "I want to"  - Request an Assessment on your home page after signing into your STSR account. Select Assessment Type: Developmental. The charge is $20.00 if you request this type of assessment. Be sure to have a game scheduled with your assignor at least 10 days in the future for this assessment. Specify that game date, time and location on the assessment request form. Once you pay for the assessment, your District Director of Assessments will schedule an assessor for that match. You will be informed by email.

Your assignor may also request that an assessor provide a developmental assessment on one or more of your games. In addition an assessor may be out at the fields, and decide to provide you a developmental assessment. These types of assessments not requested by you through the system are free.

2. Grade 7+ Assessments

Grade 7+ is not an official USSF grade. The STSR Grade 7+ Referee is an advanced Grade 7 that has passed the STSR Grade 7+ Interval fitness test and passed a STSR Grade 7+ Assessment. Grade 7+ Referees are looked at by STSR for potential State Referee potential, officiating at State Cup games, and participating in the STSR Academy.  A Grade 7 referee that has never been a Grade 7+ can automatically be promoted to the 7+ by:

  1. Passing a Grade 7+ Interval Fitness test within the last year (365 days). Click here to view information about the Grade 7+ Fitness test.
  2. Turning in a Game Record of 75 USSF Sanctioned Games as a Referee and 25 Games as an Assistant Referee. Click here to download a sample of the Game Log you need to turn in.
  3. Passing a Grade 7+ Assessment on a full length (90 minute) USSF sanctioned Youth or Adult game. Click here for instructions on ordering an Assessment. (Passing Grade 7+ fitness test is required before requesting assessment)

A Referee that has previously been a Grade 7+ Referee (or a Grade 7 referee before 2015) can automatically be promoted back to a Grade 7+ after recertifying as a Grade 7 Referee by:

  • Passing a Grade 7+ Interval Fitness test within the last year (365 days) (before assessment)
  • Passing a Grade 7+ Assessment on a full length (90 minute) USSF sanctioned Youth or Adult Game

Your first assessment for each badge year ordered through the STSR system is FREE.  You MUST however complete the checkout function to order the assessment and have the assessor assigned.

3. Grade 6  State Referee Assessments

State Grade 6 Referee recertification or Regain Grade requires two passing assessments, an assessment as a Referee and an assessment as an Assistant Referee on games providing a "sufficient test" for the target grade. State Grade 6 Referee Upgrade from Grade 7+ requires three passing assessments, two as a Referee and one as an Assistant Referee as shown in the Game Requirements below.

In addition to the Assessments, a Recertifying or Regain Grade State 6 Referee must also pass the State Interval Test and attend the State Recertification clinic.

A Referee upgrading to State from  Grade 7+ must complete the following:

  1. Passing a Grade 6 Interval Fitness test within the current Registration Period. Click here to view information about the Grade 6 Fitness test.
  2. Turning in a Game Record of 100 USSF U-17 or higher Sanctioned Games as a Referee (a minimum of 50 Adult Division 2 or higher games -men or women (not COED) is required). Click here to download a sample of the Game Log you need to turn in.
  3. Turning in a Game Record of 25 U-17 or higher USSF Sanctioned Adult Games as an Assistant Referee (not Coed). See Game Log sample above.
  4. Passing Grade 6 Assessments as defined in Game Requirements below. Click here for instructions on ordering an Assessment. (Passing  Grade 7+ or better Fitness test required before requesting assessment)

Your first assessment for each badge year ordered through the STSR system is FREE.  You MUST however complete the checkout function to order the assessment and have the assessor assigned.

You normally will not be required to order or pay for your State Assistant Referee assessment. Work with your assignor to get scheduled on a game where the referee is being assessed for State Upgrade or State Maintenance. You must notify the assessor prior to the match beginning concering the target grade of your AR assessment. The whole crew will be assessed.  After the match, you will be told if you passed or failed. If you  passed the Assistant Referee assessment, record it in your account by using the "I Want to" Record by State AR assessment.  You will need the game date and the Game Officials number that you received by email from the Assessor (along with the written assessment.)

Game Requirements

Any of the games shown below MAY provide a sufficient test at the targetted officiating level. However,
it is entirely up to the Assessor whether or not the game that was assessed provided a sufficient
test for the target grade level.

  • Grade 6 Maintenance Assessments
    • 1 as a Referee and 1 as an AR on Adult Division 2 or higher level games
  • Grade 6 Upgrade Assessments
    • 2 Assessments as a Referee on an Adult Division 2 or higher level game, and 1 Assessment as
      an Assistant Referee on an Adult Division 2 or higher level game
    • OR 1 Assessment as a Referee on an Adult Division 2 or higher level game, 1 Assessment as a
      Referee on a Top Level Youth 90 minute match and 1 Assessment as an Assistant
      Referee on an Adult Division 2 or higher level game
  • Must have passing Grade 7+ or higher Fitness test (good for 12 months) before requesting assessments

Top Level Adult Amateur Soccer in South Texas would be Division 1 with all other games being Division 2 or lower.

  • HFA, AMSA and SASA all have Adult Division 1 games listed as Premier
  • Houston HFA has Adult Division 2 games listed as Championship
  • Austin AMSA has Adult Division 2 games listed as Division 1
  • San Antonio SASA has Adult Division 2 games listed as 1st Division

Top level Youth 90 minute Games would be Division 1 games as defined by:

  • US Youth Soccer
  • Region III Premier
  • WDDOA (Division 1)
  • US Club Soccer
  • Champions League TXS
  • United Club Soccer (formerly EDDOA) Division 1
  • ECNL - US Club Soccer
  • US Soccer - Development Academy

4. Grade 5  State Referee Assessments

US Soccer requires one (1) year in grade as a grade 5 before you are eligible to be a National Candicate or National Referee. Grade 5 is the pool where the selection is made for National Candidate or National Referees  referees and AR’s each year.. Grade 5 Referees not selected to be a National Candidate or National Referee within 3 years are expected to downgrade to Grade 6.

State Grade 5 Referee recertification and Upgrade requires three (3) passing National assessments, as a Referee by three (3) different National Assessors or higher (2 Adult matches, 1 Youth Match U18 or older) and one (1) passing National assessment as an Assistant Referee on games providing a "sufficient test" of ability on game types specified below.

In addition to the Assessments, a Recertifying or Regain Grade 5 State Referee must also pass the State 5 Interval Test and attend the State Referee Recertification clinic.

A Referee upgrading to State Grade 5 from Grade 6 must complete the following:

  1. Passing a Grade 5 State Interval Fitness test within the current Registration Period. Click here to view information about the Grade 5 State Fitness test.
  2. Turning in a Game Record of 150 U-17 or higher USSF Sanctioned Games with a minimum 50 of those games being Adult Men or Women Division 1 or higher (not COED).  Click here to download a sample of the Game Log you need to turn in.
  3. Turning in a Game Record of 50 U-17 or higher USSF Sanctioned Adult Games as an Assistant Referee (not Coed). See Game Log sample above.

Game Requirements

    • A minimum of 3 National Assessments as Referee by 3 different National Assessors, two on
      Division 1 or higher level affiliated Men or Women games (not coed) and one on a Top Level Youth U18 or higher level match.
    • 1 National Assistant Referee Assessment by National Assessor on 
      Division 1 or higher level affiliated Men or Women games (not coed)

Top Level Adult Amateur Soccer in South Texas would be Division 1 with all other games being Division 2 or lower.

5. Assessment FAQs

  • An upgrading candidate can use a passing upgrade assessment for maintenance.
  • There is no requirement that a maintenance must be done prior to an upgrade assessment.
  •  An assigned assessment request number at State Cup matches would give the referee(s) a higher priority in assigning an assessor for the level and category of assessment. Priority on assessments for the Division 1 Men’s State Cup is based on referee grade and then upgrade. i.e. National, Grade 5, Grade 6.
  • Assessments are done as per the request. i.e Maintenance, Upgrade or Developmental.
  • If an upgrade is requested it can be changed to maintenance prior to the match, but not after the match has begun. As an example, the upgrade is not given due to the match not being competitive for the upgrade. It could have a passing score 70+, but cannot be used for maintenance since that was not the purpose of the assessment.
  • If the upgrade was given on the assessment, it could be used later for maintenance providing it meets the division criteria for maintenance. e.g. for a grade 6, the match division would be adult with the second highest level of the league. (HFA would be the Championship division or higher)

6. Assessment Fees

The first formal assessment done in South Texas for each badge year is paid for by STSR for Grades 7+, 6 and 5 assessments for all assessments requested after 4/30/2016.

The first formal assessment done in South Texas for a National Referee is paid for by STSR if the National Referee did not attend the USASA Regionals for all assessments requested after 4/30/2016.

    Please note, that an Assessor mileage fee for travel
    to and from the match may be charged to you for the assessment.

     

6. Assessments done out of South Texas

  • Pre-Approval of the SDA is required.
  •  Notification of travel, at least ten (10) business days prior to the match/tournament, to the SRA (using the web based Travel Notification Form)
  • Use of National Assessors only. Not State or Grade 7 Assessors for Maintenance or Upgrade assessments.
  • For the type of games that count for assessements, refer to the assessment information above.
    If it is State upgrade on youth games, it has to be 90-minute game and the Assessor must, specifically, indicate on the feedback that the game met the sufficient Test criteria for the upgrade to State 6.
